What next for public participation in plan-making & development decisions?

The Planning White Paper and proposed Planning Bill will abolish public engagement in development decisions and confine democratic participation to consultation over local plans. These proposals are justified by the claim that public engagement enables minorities to obstruct property development and contributes to raising the cost of housing. This webinar will identify what rights of democratic engagement exist, who can exercise them, what will happen if government proposals go ahead, and what additional rights of participation are needed.

Item 8. Boughton Aluph and Eastwell Parishes Neighbourhood Plan - resolution to make the plan.

'The Council must 'make' (adopt) the plan unless it is considered that that the making of the plan would breach, or would otherwise be incompatible with, any EU obligation or any human rights. In my opinion, there is no such incompatibility and therefore, the Council should progress to the formally 'make' the Plan.'

'The 'making' of the Neighbourhood Plan will confer full Development Plan status on its policies. This means that for decision-making purposes, applications should be determined in accordance with its policies unless material considerations indicate otherwise. The Neighbourhood Plan should therefore play a central role in guiding the Local Planning Authority in assessing planning applications in the parishes alongside the policies in the Ashford Local Plan 2030.'

However, space at Unit 2b Briar Close is restricted. To minimise risks during the pandemic it is necessary to distance the seats. Therefore this limits the number of people who can attend a meeting in person. Please contact the Clerk at least a day beforehand to reserve a seat.

Prof. Lindsay Forbes, University of Kent, Centre for Health Services Studies, will present the results of the Wye Breathes air quality monitoring project and discuss options. The report was commissioned by Wye Parish Council. The report analysed the data gathered samples of air taken from the roadside at the entrances to Lady Joanna Thornhill Primary School and Wye School. The sampling took place over a period of four months and used three different collecting methods. Wye Active volunteers and parish councillors monitored morning and afternoon peak traffic times. Wye Parish Council also commissioned traffic counts and speed monitoring surveys during the same timeframe.

Share your ideas on how best we can protect our children from high levels of harmful air pollution.

Wye Breathes is a joint project with input from Wye Active CIC, The University of Kent and Wye with Hinxhill Parish Council
