M20 Operation Brock extended to 20 miles from J8 to J11

Operation Brock is now Operation Zero: a 20-mile section of the M20 is closed coastbound between J8 (Maidstone), and extended to J11 (Westenhanger) to hold HGVs bound for Dover or Eurotunnel.
